This is interesting... in Canada we would never consider raising/donating money to a government service like health care (at least to my knowledge)... Did this happen much before the conservatives gutted the NHS?
I'm no fan of the Conservatives and I think it's fair to say the NHS is underfunded, but don't get the impression that charity is used to cover core services. Even under the Conservatives, NHS spending has risen year on year, and is currently over £140 billion. The proceeds of this charity appeal are going to well-being packages and gifts for NHS workers.
Not taking anything away from his sterling efforts but... exactly.
If the health service needs more money to function effectively then the government should provide it. (If it's not delivering value for money then the government should ensure something is done to try to improve things.) The government is supposed to demand money with menaces (taxation) not rely on charitable donations!
I think the reality is that the conservatives have tried to obscure their underfunding and make privatisation look more attractive by devolving the NHS into an insanely complex bureaucracy of warring factions that compete for scant resources under the self-ingratiating direction of fat cat stooges.
Hes not raising money for the nhs. Its for nhs charities which is an organisation that supports healthcare workers etc. Its not a fund that goes into the nhs budget.

What we do - Association of NHS Charities - NHS Charities Together
I stand corrected. Thanks. That makes more sense. However, it does look quite a lot like these charities are making up for a shortfall in NHS funding.
> There are more than 250 NHS charities across the UK and most of them focus on helping our hospitals do more. Collectively these charities give £1 million every day to the NHS so that people can stay well for longer and get better faster. In recent years NHS charities have funded major capital projects, pioneering research and medical equipment at our hospitals, helping patients access the best possible care when they need it most.
