Why wouldn’t they seek it in USD instead of cryptocurrency? They’d have to convert the cryptocurrency to USD or other fiat currency eventually to pay for company expenses (or acquisitions). Why add an extra step?
They know they are getting less and less users and aren't USD approved with subpar (compared to competitors) trading UI and infrastructure. Let's see if some rich guys will buy at a "discount" 300 million, from their 4 billion dollar evaluation.

You know how many users they have? There is no competition for EU market that comes even close in liquidity.

Raising at a 4 billion valuation does not mean that you're raising 4 billion.
Lets say the investors only decide to invest 40m in total, so they get 1% of the company for that 40m. (since the valuation for 100% is 4b)
It's a bad time to be investing in the shitcoin space as it could all be going to zero. Only the strongest and sufficiently capitalized companies will survive the next few years. Looks like Kraken are on the ropes, hence the desperate plea for funding. Investing in that is about as smart as investing in Bitmain IPO when they're being bled dry by the hash war.
If you read the article you will see that Kraken are profitable and their investor round is not an IPO. The investment is for an aquisitions war chest. Many companies in the crypto sphere are cheap now and it is a perfect opertunity for the healthy businesses (like Kraken) to buy up and consolidate.
Maybe Kraken can buy nChain when they are done mining at a loss and suing people left and right without developing anything of use themselves :-D Oh...wait that won't make sense since they're worthless.
