That means it wouldn’t be useful for payments anymore. Possible it could still facilitate something else though...maybe proof of ownership in something else? If Lightning was actually working, though, it would probably be almost as revolutionary as bitcoin and could certainly find a place in use for another coin.
It's intertwined. Think of it as every new bitcoin transaction can hold tenfold more bitcoin transactions within itself. So it also has the security and all the other good properties as a normal bitcoin transaction. LN is not established well enough, yet. We have a little over 4000 nodes at the moment. It takes a little more time before the scaling is fully implemented. If we had a bull run like last year, we would have a similar issue with high fees, again. I estimate another half year and we are good to go. :)
