So far, no country has decided to go this route, perhaps because it would entail a radical disintermediation of the private banking sector.
This is why CBDCs won't happen. Lagarde's solution seems a bit more plausible, but that particular solution doesn't seem to offer enough benefit to banks or the general public to make the costs of switching worth it.
